Foundation Mission Statement
The Human Development Center Foundation exists to support the mission of the Human Development Center and provide stewardship of the center's assets.
The HDC Foundation officially became operational on January 1, 2008. The HDC board of directors voted to begin a foundation to help provide financial support for mental health services. As a non-profit community mental health center, we continually struggle to meet the needs of the community with the resources that are available to provide those services. Along with the impact of budget cuts at the federal, state, and local levels, we are experiencing an increased demand for our services. Certainly the severe economic downturn is having an impact on the demand for our services.
Serving Those Most In Need
Seventy five percent (75%) of HDC’s clients have some type of publicly funded health care (Medicaid, Medicare, MN Care, United Way or County Sliding Fee subsidy). The income guidelines established for the poverty level are set by the U.S. Department of Health and Human Services. "Low-income" for HDC sliding fee purposes begins at 100% of the poverty level stated by this governmental office and extends to an average upper level of 248% of the poverty income level.
Uninsured and underinsured children and adults experience extremely limited options when it comes to accessing health care and our sliding fee schedule is how HDC is able to help those most in need to obtain necessary mental health treatment with reduced fee or no-fee service.
A trend for the past 3-4 years has been increasing yearly deductibles on health care. It is not unusual to have $1,000 deductible and more frequently we are seeing $3,000 and more. People who are the working poor fall into this category, finding themselves “insured”, but “not insured” because of the cost to them.
We want to be able to see people regardless of their ability to pay. We think it’s important. Someone’s life could depend on it.
